Well over $2 billion in international aid has flowed into the West Bank and Gaza since the signing of the Oslo Accord in 1993. Within that framework, he then examines the underdeveloped economic condition of the West Bank and Gaza under Israeli occupation, the mobilization and coordination of donor assistance after Oslo, and the delivery and allocation of aid up to the late 1990s. Finally, Brynen compares the Palestinian experience with the record of foreign aid elsewhere and offers general insights into the complex relationship between foreign aid and peacebuilding.

Equality of Opportunity

Author: John E Roemer

John Roemer points out that there are two views of equality of opportunity that are widely held today. The first, which he calls the nondiscrimination principle, states that in the competition for positions in society, individuals should be judged only on attributes relevant to the performance of the duties of the position in question. Attributes such as race or sex should not be taken into account. The second states that society should do what it can to level the playing field among persons who compete for positions, especially during their formative years, so that all those who have the relevant potential attributes can be considered.

Common to both positions is that at some point the principle of equal opportunity holds individuals accountable for achievements of particular objectives, whether they be education, employment, health, or income. Roemer argues that there is consequently a "before" and an "after" in the notion of equality of opportunity: before the competition starts, opportunities must be equalized, by social intervention if need be; but after it begins, individuals are on their own. The different views of equal opportunity should be judged according to where they place the starting gate which separates "before" from "after." Roemer works out in a precise way how to determine the location of the starting gate in the different views.

The authors describe how, short of staple crops, colonial New Englanders turned to the sea and built an empire; and how the region became the earliest home of the textile industry as commercial fortunes underwrote new industries in the nineteenth century. They show us the region as it grew ahead of the rest of the country and as the rest of the United States caught up. And they trace the transformation of New England's products and exports from cotton textiles and machine tools to such intangible goods as education and software. Concluding short essays also put forward surprising but persuasive arguments—for instance, that slavery, while not prominent in colonial New England, was a critical part of the economy; and that the federal government played a crucial role in the development of the region's industrial skills.

Preface

This book is a collection of invited chapters on multimedia communications contributed by experts in the field. We use the term multimedia communications to encompass the delivery of multiple media content such as text, graphics, voice, video, still images, and audio over communications networks to users. Note that several of these media types may be part of a particular interaction between (or among) users, and thus we are not simply considering networks that support different traffic types. We are specifically interested in applications that incorporate multiple media types to deliver the desired information. Example applications of interest include two-way, multipoint videoconferencing and one-way streaming of video and audio in conjunction with text or graphical data.
The topics covered in the book were carefully selected to provide critical background material on multimedia communications and to expose the reader to key aspects of the hottest areas in the field. Chapter 1, Multimedia Communications: Source Representations, Networks, and Applications, provides a context for the rest of the book, but each chapter is intended to stand alone and the chapters can be read in any order so that readers may get the necessary information as efficiently as possible. Among the topics discussed are wireline network technologies and services, compression standards, video-on-demand, IP telephony, wideband wireless data, IP over wireless, transcoding of multimedia content, and multicasting. It would be difficult to find a more timely collection of topics in a single volume anywhere.
The book is intended for beginners and experts alike, and the chapters are descriptivein nature, focused primarily on the presentation of results, insights, and key concepts, with a minimum of mathematical analyses and abstraction. The beginner will be able to get a good overview of the field and an introduction to fundamental ideas, while the expert will be able to discern very quickly what technologies are critical to current applications and what technologies will form the basis for future services and products.
The authors are chosen from both industry and academia in order to give the reader as clear a view of current practices and future directions as possible. In reading these chapters myself, I am amazed at how much content the authors have been able to include in so few pages. I am most appreciative of these authors and their efforts, and I want to thank Joel Claypool at Academic Press for his guidance and patience. I hope that each reader finds this book of great value.

Banking on the Environment: Multilateral Development Banks and Their Environmental Performance in Central and Eastern Europe

Multilateral development banks (MDBs) are increasingly expected to address environmental issues in their economic development lending. Yet the banks have been accused of failing to implement their own environmental policies, thereby contributing to environmental degradation in borrowing countries. In this book Tamar Gutner analyzes the environmental policies of three MDBs: the World Bank, the European Bank for Reconstruction and Development, and the European Investment Bank. She compares their performance in Central and Eastern Europe, where the need for economic and environmental reform has been particularly urgent, and where these MDBs are among the largest donors.

Gutner finds many obstacles to efforts to "green" the three banks, most notably a mismatch between the environmental mandates and existing patterns of institutional design and incentives. The depth and scope of the banks’ green activities reflect the degree of shareholder commitment to environmental issues and how demand-driven the MDB is designed to be. Surprisingly, the World Bank, the most scrutinized and criticized of the three MDBs, has been rather more responsive than its counterparts to its environmental mandate in the region.

The discussion is framed by larger explorations of the behavior of international organizations and the sources of their innovation and inertia in addressing new policy issues. Beyond the Typewriter: Gender, Class, and the Origins of Modern American Office Work, 1900-1930

By World War I, managers wanted young women with some high school education for new "light manufacturing" jobs in the office. Women could be paid significantly less than men with equivalent educations and the "marriage bar"--the practice of not hiring or retaining married women--ensured that most of them would leave the workplace before the issue of higher salaries arose. Encouraged by free training gained in high schools and by working conditions better than those available in factories, young working-class women sought out office jobs. Facing sexual discrimination in most of the professions and higher-level office jobs, middle-class women often found themselves "falling into" clerical positions. Sharon Hartman Strom details office working conditions and practices, drawing upon archival and anecdotal data. She analyzes women office-workers' ambitions and explores how the influences of scientific management, personnel management, and secondary vocational education affected office workplaces and hierarchies. Strom illustrates how businessmen manipulated concepts of scientific management to maintain male dominance and professional status and to confine women to supportive positions. She finds that women's responses to the reorganized workplace were varied; although they were able to advance professionally in only limited ways, they used their jobs as a means of pursuing friendships, education, and independence.

The papers in this volume reflect David Bradford's dual experience as a theoretical economist and as Deputy Assistant Secretary of the United States Treasury for Tax Policy and Director of the Treasury's Office of Tax Analysis. While at the Treasury, Bradford was involved in producing the 1977 report entitled Blueprints for Basic Tax Reform. Blueprints describes two models for fundamental income tax reform. One is based on the Haig-Simons income concept, which still dominates American income tax thinking. The other, which builds on an intellectual tradition dating back to John Stuart Mill, is based on consumption. Eventually Bradford became convinced that the politically unpopular consumption-based model was the superior one. Since he left the Treasury, much of his professional focus has been on economic analysis of the income tax system and on tax policy advocacy.

The book is divided into four parts. Part I covers the broad issues involved in comparing income to consumption as a tax base. Part II, which presents some of the most interesting analytical challenges concerning income and consumption taxes, contains the most technical papers in the collection. Part III addresses the potential deployment of the consumption approach to taxation. Moving in another direction, Part IV focuses on savings and investment, in particular the gap between the statistical evidence of rates of saving and investment and the economic theory that describes this behavior.

Whereas those books centred on the historical development of the modern world-system, the essays in this volume explore the nature of world politics in the light of Wallerstein's analysis of the world-system and capitalist world-economy. Throughout, the essays offer new perspectives on the central issues of political debate today: the roles of the USA and the USSR in the world-system, the relations of the Third World states to the capitalist 'core', and the potential for socialist or revolutionary change. Different sections deal with the three major political institutions of the modern world-system: the states, the antisystemic movements, and the civilizations. The states are a classic rubric of political analysis. For Wallerstein, the limits of sovereignty are at least as important as the powers - these limits deriving from the obligatory location of the modern state in the interstate system. Social movements are a second classic rubric. For Wallerstein, the principal questions are the degree to which such movements are antisystemic, and the dilemmas state power poses for antisystemic movements. Civilizations, in contrast, are not normally seen as a political institution. That however is for Wallerstein the key to the analysis of their role in the contemporary world, and thereby a key to understanding the politics of social science.
